Demo scope: applicant shall use reasonably available dust control measures or any other effective control to prevent a violation of bernalillo county air quality regulations. No person shall allow fugitive dust from any active operation to be carried beyond the property line if the dust will adversely affect the health, public welfare, or safety of the residents of bernalillo county, impair visibility or the reasonable use of property, or be visible for a period of 15 minutes in any hour.
