The top roof blew off , there is a second roof still in place. Oppd wants a reconnect permit pulled before they will reconnect power. I have looked to see if the service was bonded and the ground goes back to the water line coming in and jumps the water meter. There is a ground rod. Owner needs power to have the roof fixed. He will not leave the place unlocked for the day and he works. I will meet you down there and unlock it for you, if you can give me an hour window . Like you will be down there between 9- (for example) i would go down unlock it at 9 and stay down for you to inspect.
